Club Constitution and Bylaws 2010

ARTICLE I – Name and purpose

Section 1: Name

This chapter shall be called the Jr. Bass Assassins of Fort Myers, Florida 33905

Section 2: Purpose

The purpose of our Junior BASS Club is to promote and encourage youth fishing through education of fishing ethics, sportsmanship, fishing techniques, and conservation of our natural resources. To fulfill all responsibilities we owe to our community, our state, and our society to help maintain natural fishing resources.

ARTICLE II – Membership

Section 1: Number of Members

The Chapter shall begin with and maintain at least six members.

Section 2: Requirements for Membership

To become a chapter member, a person shall:

a. express an interest in membership.

b. be 18 years old or younger.

Section 3: Membership Dues

The dues shall be $10.00 per member for BASS Federation Nation dues and $30.00 for club dues each year. This includes Lee County 4-H dues, tournament placing awards, and entitles each Junior Member to a current issue of BASS Times, eligibility for the Junior World Championship and either renews or starts their BASS Youth membership which includes a Junior Bassmaster Magazine, the Master Angler Program, plus a patch, decal and their own personal membership wallet card.

Note: A member may not participate in a tournament until all dues are paid in full.

Section 4: Meetings

The membership shall hold regular meetings at pre-established times and locations designated by the club Youth Director.  Regular meetings shall be held atleast once a month.  At each meeting of the members, the following shall be the order of business:

a. Pledges (American Flag & 4-H)

b. Roll Call of members

c. Reading of the minutes of the preceding meeting

d. Reports of Officers

e. Reports of Committes

f. drawing for tournament placement (Captains/club members)

g. Miscellaneous

Section 5: Non-Discrimination

There shall be no discrimination in membership or participation in the activities of this club by reason of race, creed, color, national origin, or sex.

ARTICLE III – Officers, Elections, Vacancies, and Eligibility

Section 1: Officers and their duties

The officers of the club shall include:

a. PRESIDENT: Run all meetings and conduct all business with the guidance of an adult BASS member.

b. VICE PRESIDENT: Run meetings if the president is not present and assist president in any way possible.

c. SECRETARY: Take minutes of all meetings and all correspondence and mail.

d. TREASURER: Collect, record, and disburse all money of the club.

Section 2: Elections

The elections of officers shall be held annually. Elections shall be by majority of members present.  Elections for each officer shall be held separately in order listed in in

ARTICLE III,

Section 1. Each member is entitled to one vote, proxy votes are not permitted

Section 2: Term of Office

The term of office is for one year, which shall begin September 1st and end on August 31st or until the successor assumes office.

Section 4: Vacancies

In the event an office becomes vacant, an election shall take place to fill the position until the end of the term. If this happens, the BASS Federation as well as Lee County 4 H must be notified of the change in officers.

Section 5: Eligibility for Holding Office

To be eligible for an office, a member must:

a. be member in good standing

b. have attended 75% of all club activities.

c. have paid club dues.

ARTICLE IV – Removal Of Membership

Section 1: Causes for Removal

A member shall be removed from the club for the following reasons:

a. failure to pay dues.

b. failure to participate in 50% of club activities.

c. any action that would dishonor and/or disgrace the Jr. Bass Assasin Club, B.A.S.S., or Lee County 4-H

ARTICLE V – Affiliation

Section 1: Requirements for Affiliation

a. Approval of Junior Club by BASS.

b. Update the membership roster which BASS will provide you once each year, usually in October.

c. Name, address, and dues of new members must be sent to BASS as they join.

d. Should be sponsored by an adult BASS Federated club. If this is not possible, request exception to policy from BASS.

e. Must affiliate with State Federation and support its conservation programs.

ARTICLE VI – Method of Amending Bylaws

Section 1: Amending the Bylaws

The bylaws may be amended at any regular meeting by a majority of the members present. Members must be notified of the amendment one week in advance prior to voting on it. We, the undersigned charter members, do hereby agree to the above bylaws and the establishment of this chapter on the _______ day of ____________, 20_____.

ARTICLE VII – Award eligiblity

Section 1: requirements for awards

a. participant must be a member in good standing

b. must complete atleast (1) project book

c. present (1) club teaching demonstration

d. participate in atleast (1) club affiliated community service project

e. fish a minimum of 5 tournaments

ARTICLE VIII:  TOURNAMENT COMMITTEE

SECTION 1: The Tournament Committee will consist of 5 members that are elected during the September meeting.

SECTION 2: The Tournament Committee shall select tournament sites and announce the site (including any OFF-LIMITS waters) to the members at the meeting just before the tournament date. The safe light starting time, directions to launch-ramp, and fishing report will be covered at the meeting just prior to the tournament.

SECTION 3: The Tournament Committee will conduct the draw for fishing partners by matching Club Members with the boat Captains at the regular meeting. Prospective members may fish one tournament per year without joining the club, but they must participate in the draw. A prospective member will not have priority over a member in the event of an uneven draw. A member may not fish with the same boat Captain two tournaments in a row.

SECTION 4: Tournament Committee will conduct boat checks, announce official time, announce weigh-in-time and conduct weigh-in. The Committee Chairman will maintain a weigh-in log to determine winners and compute point standings. A copy will be given to the Secretary for inclusion on the Fort Myers Bass Club / Jr. Bass Assassin’s website. The Committee will also post the point standing board.

SECTION 5:

Tournament committee shall record points as follows:

Meeting attendance                                 5 points

Tournament attendance (or buy-in)          5 points

First Place                                             40 points

Second Place                                        39 points

Third Place                                            38 points

Down to 40th Place                                   1 point

ARTICLE IX: TOUNAMENT AWARDS

SECTION 1: FISHERMAN OF THE YEAR

High point holder at the end of the year will receive $25.00 Bass Pro Shop Gift Card and a shirt indicating Fisherman of the Year with his/her name monogrammed on it.

SECTION 2:  BIG BASS AWARDS

The club will present any member with 75% of the money donated to the “Big Bass Pot”. The remaing 25% will go to the Club for year end awards. Each member that donates $5.00 toward this competition AND weighs-in the heaviest LIVE bass will receive the money at that weigh-in.  This will be awarded per each tournament for each member who chooses to enter  (Big Bass Pot is optional).

ARTICLE X:  TOURNAMENT RULES

SECTION 1:     The Tournament Committee will conduct all tournaments. Live well checks will be done before the tournament begins. Boats late for the start must find another boat in the tournament and have their live well checked prior to fishing. The Tournament Committee will handle all protests or complaints, and their decision will be final. Any violation of a rule that doesn’t carry a specific penalty shall result in total disqualification for the tournament day.

SECTION 2:  ENTRY FEES AND PAYBACKS

The entry fee is $ 10.00 per person payable at the drawing.  Big-bass pot is separate and will be handled by the tournament committee chairman. Tournament payback is 75% of the entry fees, and the remaining 25% will go toward the Year End Awards.

Three places will be paid as follows.

1st Place                      50%

2nd Place                     30%

3rd Place                      20%

SECTION 3:  LIMITS AND SIZES

Fish limits per tournament day, along with minimum lengths and maximum lengths, will be determined by the Florida permitting process.  If a permit is not obtained, the Club will fish the “Slot”.  Culling starts according to lake limits  (3 fish limits – culling will start when the 4th fish is boated)  (5 fish limits – culling will start when the 6th fish is boated).

SECTION 4:  PENALTIES

A 4 oz penalty will be given for each dead fish. Too many fish brought to scales is cause for total disqualification since it would violate state limit laws. Extreme care must be exercised when measuring fish on the water since a short fish will also violate state laws and will also be cause for total disqualification. Penalty for being late for weigh-in is one pound per minute with total disqualification after 5 minutes. In case of breakdown. one member may transfer their catch to another members boat to be transported to the weigh-in without penalty.

SECTION 5:   SAFETY

Safe boating conduct must be practiced at all times. Competitors must wear an approved Coast Guard check type PFD any time the combustion engine is operating. The boat owner is responsible to have all required Coast Guard equipment on board. No alcoholic beverages may be consumed on the water during the tournament

SECTION 6:   TACKLE AND EQUIPMENT

Only artificial lures may be used. No ‘live or prepared bait’ will be permitted, with the exception of pork strips, rind etc. One rod and reel is allowed to be in use at one time. Trolling with the big motor is prohibited. All bass must be caught alive in a conventional accepted fishing manner. Landing nets may be optional. Wading is not allowed.

SECTION 7:   SPORTSMANSHIP

Members and guests are expected to follow high standards of good sportsmanship, safety, courtesy and conservation. All fishermen 15 years of age and older must have a valid fishing license before they fish a tournament. Good Boater Captain / Club Member relationships are important to the future of our organization.  Please be kind and courteous to your Captains and there belongings.  Without them we would have no club!

SECTION 8:

Any changes to these rules that may be necessary due to weather, safety, changes in laws etc. will be announced at the meeting and/or the launch site by the Tournament Chairman.
